Applying for a wayleave, easement, permit to work or permission for adaptations

This page explains how to apply for a wayleave, easement, permit to work or permission to carry out adaptations in, over or under a Thirteen home or piece of land.

If you’re applying for a Wayleave, Easement or Permit to Work, or you’re a local council contractor carrying out adaptations as part of an approved Disabled Facilities Grant, please complete our form.

More information

Wayleaves and easements are legal agreements between a landlord or property owner and telecoms, utilities or fibre providers. They give permission to install, maintain or manage equipment, cabling or apparatus over or under land.

You must have a Wayleave or Easement before installing any apparatus or infrastructure on Thirteen‑owned homes, land or new developments.

Fees

Applying for an individual Wayleave or Easement is chargeable. We’ll contact you to discuss what you need and explain the costs.

Once a Wayleave agreement is issued, you’ll also need to apply for a Permit to Work.

A Permit to Work helps us manage any work that’s hazardous, intrusive or carried out in high‑risk areas.

It sets out what work is being done, the precautions that must be taken and who is allowed to carry out the work.

Permits are required for all Thirteen‑owned high‑rise, multi‑occupancy and complex buildings.

They help keep everyone safe – customers, contractors, visitors and colleagues – and make sure the building is left in a safe condition.

A Permit to Work must also be in place any time ongoing maintenance is needed on apparatus, cabling or equipment connected to a previous Wayleave or Easement.


Before you start work

All fire‑stopping must be carried out by an accredited FIRAS or BRE contractor.

Allow 10 working days from submitting your application to starting work

If the work is urgent, tell us on your application.

Permit to Work fees

The permit itself is free, but charges may apply depending on the work involved:

Review of site drawings, RAMS, route proposals or coordinating permission to work: £250 + VAT per application.

Site attendance or additional work: £50 for the first hour, then £30 per hour (or part hour) + VAT.

Thirteen customer consultation: £30 + VAT per customer.

Any asbestos removal or accidental disturbance will be carried out by Thirteen and recharged to the applicant.
